Abstract or Summary
This report captures the main findings of a qualitative thematic analysis of teacher comments obtained by monitors using the Classroom Observation Snapshot (Revised). Comments by trained and yet-to-be trained teachers on the Pacific Early Age Readiness and Learning (PEARL) Reading Program in Tonga provided a significant source of input on project implementation and teacher concerns. The authors used grounded theory as frame of reference. The report was used as a source of input in preparing the first interim monitoring and evaluation report.
