Abstract or Summary

This report covers the first cycle of data collection for the Pacific Early Age Readiness and Learning (PEARL) Reading Program in Tonga for 2016. Using the Classroom Observation Snapshot (Revised)(COS-R) and the Concerns-Based Adoption Model (CBAM) Stages of Concern Questionnaire (SOCQ), the Wintec team reported that the COS-R yielded reliable and valid results indicating that trained PEARL reading teachers implemented a systematic phonics-based approach at a significantly high level of consistency (86%)on ten dimensions of classroom implementation. The reading instruction practices of trained and yet-to-be-trained teachers (implementing the same curriculum) were found to be significantly different. In addition, data collected via the CBAM SOCQ were found to be suspect in terms of convergent and discriminant validity. The CBAM SOCQ was revised for the second cycle. The Wintec team also used qualitative data analysis of teacher comments, recorded as part of the COS-R. This 78-page document provides a detailed account of the research aims, methods, findings, conclusions and recommendations.
