Abstract or Summary

This final report covers the first and the second cycles of data collection for the Pacific Early Age Reading and Learning (PEARL) Reading Program Monitoring project in the Kingdom of Tonga for 2016. In a comparative analysis of two cycles of data collection (reported in two separate reports), we showed that the implementation of PEARL reading routines by trained and yet-to-be-trained PEARL reading teachers was significantly different. We also found that for the two cycles trained PEARL teachers maintained a high level of consistency of implementation of scripted reading routines. These findings were supplemented by several recommendations that derived from qualitative data collected from participating teachers./
